Humane Rules for the
Treatment of Animals
1.
Calves shall not be dragged after roping.
A. Disqualification shall be imposed for deliberate dragging of a calf
after roping.
2.
Calves or steers must be strong and healthy
3.
Electric prods shall not be excessively used and should be used only when
necessary.
A. No
other kinds of prods (pointed sticks, etc.) are allowed.
4.
Chutes, corrals, pens, etc. must be constructed as to prevent injury to
stock.
A.
Areas where stock is kept shall be free of rock, holes & obstacles.
B. Calves & steers will be
held in the catch pen until one (1) hour before a performance WHEN
POSSIBLE.
C.
Stock Contractor shall determine the safe condition of above, with all
maintenance and repair
expense to be borne by the owner of said chutes,
corrals, pens, etc.
D. Stock
is not to be left in roping or dogging boxes overnight.
5.
No contractor or performer shall abuse rodeo stock or animals used in
their acts in any way.
6.
Arena help may be fired for any mistreatment of stock
A. Contestant may be disqualified and fined for mistreatment of horses
and/or rodeo stock.
7.
No stock belonging to either contestant or stock contractor should be
confined to vehicles beyond a
period of
twenty-eight (28) hours without being unloaded, properly fed and watered. When
animals
are carried in
conveyances in which they do have proper food, water, space and opportunity to
rest,
the provisions for unloading shall not apply.
8.
Stock that becomes excessively excited so that it repeatedly gets down in
chute or repeatedly tries to
jump out of chute,
or in any way appears in danger of injuring itself, should be released into the
arena.
9.
All horse flank straps are to be provided with a protective lining and
shall be of the quick release type.
A.
Flank straps are to be fastened so that the protective lining portion covers
belly and both flanks.
B.
Flank straps and linings shall be kept in good repair.
10. Use of fireworks on any animal shall be prohibited.
11. No sick or injured animals, whether discovered before or after the draw,
shall be used in competition.
12. No stimulants or hypnotics shall be used or given to any animal used for
contest purposes.
13. Any questions that may arise that are not covered by this rulebook, will be
covered by local ground
rules, or settled
by the judges or IRCA directors on hand at the rodeo concerned.
OFFICERS
AND DIRECTORS
1.
The officers of the Association shall be as follows:
President,
Vice-President, Secretary-Treasurer, and a board of twelve (12) directors, one
chosen from
each of the following events:
SB, BB, BR; CR, O/40, Breakaway and Team
Roping; Steer Wrestling, and
Barrel Racing; Plus a Stock Contractor, Contract
Personnel and
Judging Director.
A. Outgoing
Event Director shall serve as Alternate Directors unless they decline to do
so in which case
an Alternate Director will be elected
by majority vote of those in good standing.
2.
The President shall preside at all meetings of the IRCA and Board of
Directors.
3.
In the absence or disability of the President, the Vice- President shall
perform his/her duties.
4.
Any officer of the Association will have the authority to represent any
event or contract in the absence
of the duly
elected director.
5.
The Secretary-Treasurer shall keep account of all monies received by
him/her; and shall deposit it in
the name of the
Association. He/She shall not pay out or dispense any of the money of the
Association
except by check
and only for the purpose of the Association.
A statement shall be made of the
current financial
condition of the Association. The report will be made available to all Officers &
Directors
at each Board Meeting.
6.
The Secretary-Treasurer shall keep the minutes and other official reports
of the Association. He/she
shall
conduct its official correspondence and shall keep all records, books,
documents, and papers
relating to
the Association at such place shall be designated by the Board of Directors.
7.
The Secretary-Treasurer shall be bonded, and the cost is to be borne by
the Association.
8.
Officers and Directors may be removed at any time with or without cause
by a majority vote of the
Board of
Directors.
9.
Resignation of officers and directors must be presented to the Board of
Directors.
A. A director resigning from his/her position should choose a person to
fill his/her office, until the
annual meeting.
10. The Association Secretary is to be hired by the Board.
The Board is to decide the salary that is to
be paid.
11. The Officers & Board of Directors shall have the authority to make final
decisions and/or to make
interpretations regarding Association rules
or business.
ELECTION
OF OFFICERS & DIRECTORS
1.
Officers may be nominated by any member in good standing.
2.
Officers and Directors will be voted in by majority vote at the annual
meeting held during the finals.
3.
Terms of Officers & Directors shall be alternating two (2) year
terms.
4.
Only those persons who compete in an event may nominate or be nominated
for that event’s
directorship.
A. All of the general
membership may vote for event directors.
5.
A director or alternate must be an active member in his or her event.
6.
All nominations for President must have served previously on the Board of
Directors before they can
be elected to
that position.
A. If there are not 3 candidates for the office of President, that meet
the qualification stated in
6, nominations will be taken from the general membership.
GENERAL
MEMBERSHIP MEETING
1.
The general membership meeting will be held each year at the Finals.
2.
Proposed rule changes must be submitted in writing to the IRCA office, 45
days prior to the general
membership
meeting.
3.
Members only will be allowed to attend the General membership Meeting.
A. Only Full Membership Cardholders will have the right to submit rule
changes and vote.
MEMBERSHIP
AND DUES
1.
Iowa
residents only can join the IRCA. Must
be an
Iowa
resident with a valid Iowa Driver’s License,
or valid Iowa
ID.
A. Bareback and Saddle Bronc riding will be open to anyone, including
out-of-state competitors,
and they will be able to purchase an IRCA card.
B. Any membership in question
will be ruled on by the Board of Directors.
C. If you are a student,
attending an out-of-state college/university, and your permanent
address is
Iowa
(parents live in
Iowa
) you can hold a membership in the IRCA
2.
Dues shall be $70.00 per year for each new member
A.
Members shall carry same card number each year. Number will be retired if member
does
not continue membership.
B. A “Cash Only” card will be issued to any new member, or any
previous IRCA member who
have had bad checks. Entry
fees must be paid in cash.
3.
Annual membership is due by January 1, for the following year.
A. An additional $5 will be imposed for a late penalty on renewal cards,
beginning Feb. 1st.
B. The rodeo season ends with the Finals.
Any rodeos held after the finals are considered the
beginning of the next year’s rodeo season. (Points will be counted for
the next season).
Any contestant acquiring points on the previous card must purchase
membership before
January 1 in order for points to count for the current year.
C. IRCA Finals cutoff is at least 14 days prior to the first performance
of the IRCA Finals.
4.
Any person becoming a member of the Association shall comply with all of
its rules and decisions and
shall be bound by
the same.
5.
Stock contractors will receive a complimentary card but they need to
purchase a membership to
compete and
accumulate points.
A. Stock Contractors will be liable for personnel (actions, abilities,
membership, etc)
1. Stock Contractors will be responsible for hiring contract personnel
with a current
IRCA card, at any first approved IRCA rodeo. Subject to a $35 fine per
contract personnel.

6.
All Contract Personnel (excluding
Timers & Secretaries) must have a Full membership card to work an
IRCA first approved rodeo.
Full membership Contract Personnel includes clowns, bullfighters, pickup
men
announcers & judges
A. Secretaries & Timers need to
purchase a Contract Personnel card.
1. Timers need only to purchase card to be eligible to submit their name
for the finals.
7.
Membership will be needed before entry date of rodeo.
A.
If you do not have a Full Membership card you will pay non-cardholder fees to
compete.
Points will count from the date of securing membership.
If sent by mail, points will count from
postmark date.
B. Contestants must compete
in four (4) IRCA rodeos, during the season, in the event in
which he/she wants to compete in at the finals or to receive year end
awards.
1. For All-Around, Contestant must compete in 4 IRCA rodeos per event
(end/TR)
C. Contract Personnel and full memberships must be bought by Aug1st
BUT points are accumulated
and qualifying rodeos count AFTER membership has been purchased.
D. Rough Stock Only Events and Bull Riding events that are approved by
the IRCA will count
towards year end standings at the finals, excluding the all-around and
rookie points.
Contestant must still participate in 4 IRCA rodeos to be eligible for the
finals and year end
awards and can not count the event as one (1).Once contestant has
competed in 4 IRCA
rodeos, any points
accumulated will be added to contestant’s points. All events must be board
approved and must be rough stock only. No Timed events
8.
The IRCA will give a card to current rough stock members of the IHSRA
(Iowa High School Rodeo)
Contestants need
to have a signed waiver in the IRCA office to obtain the card. IRCA
participant
cardholders
cannot vote, or submit rule changes. Points will not count towards All-Around.
9.
All Past Presidents will receive permanent “GOLD CARD” membership to
the IRCA.
10. Any current officer/director will be admitted to any performance, at no
charge.
11. The IRCA Association Secretary and family will be admitted at the gate with
no gate fee charged.
12. Persons showing an IRCA press card won’t be charged admission at the gate.
13. Each contestant, at the finals, will receive one pass, and one companion
pass for each performance.
14. The IRCA will allow any
Iowa
resident to purchase a membership.
CONTRACT
CARDHOLDERS
1.
Secretaries will
need to purchase a Contract Personnel card.
2. Timers
will only need to purchase a Contract Personnel card to be eligible to submit
their
name for the finals
3.
Contract Personnel must work at least (3) three IRCA approved rodeos to
be eligible to place their
name on the
ballot for the finals.
(Clowns, Bullfighters, judges, announcers, pick up men, timers,
secretaries)
4.
To be eligible for the finals, cards need to be bought by August 1st.
NON-IRCA
CARDHOLDERS
1.
Non-IRCA cardholders in good standing with the IRCA will pay an
additional $10 in rough stock and
timed events. They
are not eligible for year-end-awards or to compete at year-end finals.
A. The
$10 will be split evenly, that 50% goes to the General Fund and 50% to the
events fund
to be split evenly between events and used as each
director sees fit.(Awards, Added Money, etc).
B. All non-cardholders
(out-of-state) will be subject to callback on entries and must pay in
cash.
C. All Non Cardholders who no
show or turn out, cannot enter another rodeo until fees (from
rodeo where non-cardholder no showed or turned out) are paid.
D. Secretary and Stock
Contractor are to send a complete contestants list to the IRCA
Secretary at the time results are sent in. The list will be verified
against membership
list. If numbers of
non-cardholders do not match, the stock contractor is responsible to
pay the difference.
E. Non-IRCA cardholders (minors) must have a signed parental release form
on file at the IRCA
office, notarized for the IRCA rodeo season or a notarized parental
release form for each IRCA
rodeo. This form shall
release the IRCA from all liability from participation in an IRCA rodeo.
F. Non-Cardholder fees will be waived to any Iowa High School Rodeo
Member providing
he/she is a current member in good standing and must show his/her IHSRA
membership
card to rodeo secretary. A
waiver will still need to be signed per Rule 1E.
RODEO
APPROVALS
1.
To gain IRCA Approval, a stock contractor must complete the rodeo
approval form and submit it to the
office, not more
than 30 days from signing contract, and at least 45 days prior to the first
performance
of that rodeo.
A. Any changes on approval form must be done through the office, for IRCA
approval, prior to
the rodeo.
2.
Late approvals are subject to a $50.00 late approval fee and subject to
the Board’s approval.
3.
The IRCA will approve winter rodeos within the state of
Iowa
. “Winter” will be from the first weekend in
October
through the last weekend of April.
The points accumulated will count for year-end
standings. The
rodeo should have one judge from each association.
4.
Winter rodeos may be co-approved but do not have to be in the state of
Iowa
. With board approval.
5.
Any IRCA rodeo can be co-approved
STOCK
CONTRACTORS
1.
All new stock contractors will pay a $500.00 bond fee to the IRCA
Secretary which will be put in an
ESCROW account
with interest paid to the Association.
The $500.00 is refundable at the end
of the year’s
probation, providing no rule infraction is caused by stock contractor.
2.
Rodeo committees that hire non-IRCA stock contractors or produce their
own rodeos by hiring
sub-contractors
will pay a cash bond of $500 to be refunded at the end of the year’s
probation,
providing no rule
infractions are caused by the contractor or committee’s rodeo secretary.
3.
IRCA Stock Contractors must produce 3 IRCA
approved in the
current year to bring stock to the finals.
4.
Stock Contractor will be responsible for hiring Contract Personnel with
an IRCA membership card
Subject to $35
fine per Contract Personnel hired without an IRCA membership.
5.
New contractors have the option to take stock to the finals.
6.
For stock to be eligible for year-end awards, it must
be used through the season and at the finals.
Other variables
at Board’s Discretion.
7.
Immediately following the Finals Rodeo, a stock contractor will submit,
in writing, to the IRCA
secretary, their
nominations for Bucking Stock of the Year.
8. Each rodeo will have a
minimum of $200.00 dollars added money per event and both
sides of the Team Roping. (Added by the committee or from the stock
charge).
A. Equal added money in all events is encouraged. When added money is not
equal,
the difference between the highest and the lowest added money cannot
exceed 50%
(twice the amount). Team roping heading and heeling, each being
considered an event.
9.
Thirty minutes before the start of the performance, the arena will be
cleared and reworked, conditions
permitting.
10. There will be no less than seven (7) steers for SW,
twelve (12) calves for CR and BAR and eleven (11)
steers for
TR. All cattle will be as even a possible.
11. In the event, if not a minimum number of approved stock, contractor may be
subject to fine. This will
be
enforced.
12. Team Roping and Bulldogging cattle will be # branded on the hip or base of
horn. (Must be visible)
13. To produce an IRCA approved bull riding event:
A. Stock Contractor will pay a $500 bond fee to the IRCA Secretary. The
$500 is refundable at
the end of probation
B. There must be $1000 minimum added money
C. For approval Stock Contractor will produce a one event trial bull
riding which will be attended by
an IRCA officer and/or director. Event must judged by the attending
officer and/or director for
approval or disapproval.
D. The first event must be on a subcontract under an established IRCA
Stock Contractor. Stock
must have been at five (5) IRCA approved rodeos in the previous year and
at least 1/3 of
the stock must be leased from an established IRCA stock contractor.
E. If approval is given, Stock Contractor may produce bull ridings on a
one-year basis.
CONDUCT OF RODEO
1. Contestants will pay full gate fee at all performances he/she does not
participate in, unless the
sponsoring
producer of the rodeo elects to lower that amount or eliminate it.
A. Approved rodeos are to accept membership cards, and pass cards, the
same, as they would
accept paid-for-tickets.
B. If a member is caught passing his card around, the committee may take
his card and send it to
the secretary’s office.
2. If at least four (4) contestants are not entered in an event, the committee
can cancel the event or pay
mount money.
A. If an event is cancelled due to lack of entries, the added money of
said event may not be
used for mount money.
3. All members must ride in all grand entries unless there are extenuating
circumstances.
A. Collared Long sleeve shirts (rolled down), boots, and western hats must be worn
at all times when in
the arena. (This includes one hour before the performance and in the
slack).
B. Contestant will receive one warning.
C. Twenty-five dollar ($25) fine for noncompliance.
4. If the management provides satisfactory seats for the contestants, the
Association will urge the
contestant to stay out
of the arena when they are not scheduled to compete
5. There will be two (2) timers at every performance of an IRCA approved rodeo.
One will be considered
the primary
timer, the other the secondary timer.
A. Timers for a rodeo may not be changed after the first performance
except for sickness or
injury, by request of an Association official because of timer’s
incompetence, or through
agreement of stock contractor, rodeo committee and Association official.
B. The primary timer, who times
the first performance of any event, must remain the
primary timer of that event throughout the rest of the rodeo, except as
noted above.
C. All timed events, (except girls’ barrel racing), will be timed in
tenths.
6. Field flag judge may not be changed during the course of an event.
A. If a judge cannot complete a rodeo, a new go round will start and two
separate pay-offs will
be paid in rough stock events.
7. The decision of the judges, flagman, and timers who have been passed-on by
the Association shall be
final and no
protest by the contestants will be permitted.
8. Contestants must be ready to compete when called on.
9. Should the occasion arise for representation at a rodeo, any member in good
standing should call the
Association office for
instructions if no director or officer is present.
10. All contestants and contractors are required to read the rules carefully,
particularly those related to the
events
which they enter. Failure to understand or failure to know the rules will not be
accepted as an
excuse.
11.
In the event Rodeo has a performance
completed and one
(1)
or more are cancelled points for that
rodeo will not
excluding postponement. (Postponement must be completed within 24 hours.)
12. Designated slack may be held (when deemed necessary by contractor and/or
committees) after
performances
are filled, if at least 50 or more contestants request. A $5.00 fee, per
contestant, will
be
accessed, by contractor in addition to their regular fees. A team in the team
roping will be
considered
as 2 separate contestants.
A. It will be the contestant’s responsibility to call back, within
one (1) hour of call-in closing
time, to verify designated slack. Once
slack has begun, it should be run until completed.
13. IRCA members acknowledge that rodeos are a dangerous activity and hereby
release IRCA, IRCA
officers,
and IRCA directors, IRCA sponsors, IRCA rodeo committees, IRCA sanctioned rode
productions
entities, and the officers directors, employees and agents of such entities from
liability
from any
and all property damage, personal injuries, or other claims arising from
involvement or
participation
in a IRCA sanctioned rodeo, including claims that are known and unknown,
foreseen and
unforeseen,
future or contingent.
CONTESTANT DISQUALIFICATION
1. Contestants may be disqualified by any of the following offenses:
A. Being under the influence of alcohol in the arena.
B. Rowdyism or quarreling in
the actual domain of the arena.
C. Mistreatment of stock.
D. Refusing to contest during a paid performance on an animal drawn for
him/her.
E. Not being ready to compete when called upon.
F. Cheating or attempting to
cheat.
G. Not wearing western clothes, including Collared long sleeved shirt with sleeves
rolled down, boots
and western hat in the arena during competition.
2. Should an Association member turn out stock without authority of the rodeo
judges, he/she may be
barred from the
next approved rodeo.
3. Should contestant not want to compete on drawn stock, he/she is required to
mount somebody on said
head of stock. This
shall be at the expense of the contestant refusing stock. Failure to mount
someone
on said head of stock
may result in a fine. In case of injury of contestant, this rule may be waived.
If
the stock is turned out
during a paid performance, contestant turning out stock may be disqualified in
all events for the
remainder of that rodeo and may be barred from the next approved rodeo.
A. Contestant refusing or turning out stock anytime other than during a
paid performance
will not be disqualified.
B. Contestant refusing or turning out stock
anytime other than during a paid performance
will receive no time or mark.
C. Above contestants will not be eligible for average money in the event,
in which he/she
has turned out stock.
D. Stock so turned out, will not be brought back.
4. All members of the Association must make an honest effort when competing in
the arena. If an honest
effort is not made, the
member is liable for fine and/or disqualification.
5. Contestants can be disqualified only by agreement of the rodeo judges and the
arena director.
A. A majority decision of the three will decide.
6. Any contestant with a complaint must report it to a director or officer after
the performance is
completed, in writing.
A. If a satisfactory decision cannot be reached, the contestant may call
for a meeting with the
entire Board of Directors.
7. Any member or non-member using unnecessary profanity, threats, or rowdyism
shall be barred from
the arena, disqualified
and/or fined.
A. Such offense may be brought before the Board for final decision.
8. No stock will be given until entry fees are paid. When contestant has been
announced to compete
(three calls) and
his/her fees have not been paid, his/ her stock will be turned out. Judges will
be
notified immediately
before they compete.
RODEO ENTRY
1. All entries must be made by
phone. The caller can enter self and
three (3) other persons per call.
Entries are for
performances, not slack.
2. Any contestant personally
entering another contestant shall be responsible for other contestant’s
entry fees.
DRAWING OUT AND ENTRY FEES REFUND
1. To draw out of rodeo without doctors or (GBR) vet
release:
A. If call in is more than 5
days before 1st performance of a rodeo, contestant has up
to 96
hours (4 days) before 1st performance to
draw out.
B. If call in is 5 days or
less before 1st performance, contestant must draw out within 24 hours of
call in closing time.
C. Any contestant who turns out stock with a doctor’s release shall be
fined, declared
ineligible, or both if evidence shows he/she competed in another rodeo
within 72 hours after
the performance the release was turned in for.
2. No stock will be given until entry fees are paid.
3. No rodeo that completes its contract shall be responsible for the return of a
contestant’s entry fees
if he/she has contested
in the event once during the rodeo.
A. If contestant is entered in other events in which he/she is unable to
contest, the entry fees for
those events are to be returned.
FINES
1. Any member who breaks the rules shall be fined a minimum of $25.00 and up to
a maximum of $200.00
for a first offense.
2. Second offense will be a one year suspension and/or up to a $200.00 fine.
3. Anyone writing a bad check for entry fees or dues will be fined as
under rule one and two.
A. If above offenses are not taken care of within two weeks of
notification by the Association
Secretary, the member shall appear on the suspended list.
B. The IRCA will reimburse the FIRST bad check by current cardholder to
the stock contractor
for entry fees only ONCE.
C. All persons who have given bad checks f will be placed
on a list and entry fees are on a cash basis
only for one year. Members name will then be removed from the list, but
will be placed on the list
permanently if any more bad checks are given.
4. Any member may be fined, suspended or barred from the Association for
disorderly conduct or actions
detrimental to the
Association at any IRCA function. Final decision to be left up to the Board of
Directors.
A. Upon suspension a member must appear in front of the Board of
Directors to state his/her
case for re-entry to the Association.
5. Any member that is suspended by the Association shall be kept from competing
and barred from the
arena during any IRCA
Rodeo, as well as being barred from attending any IRCA function. Function is
defined as any activity
sponsored by the Association for members, such as the banquet, dance, etc.
6. The Board will expect the cooperation of any member when called upon by one
of the officers or
directors to
represent the Association’s interests regarding enforcement of rules at any
approved rodeo
or in any matter
of official business.
ENTRY FEES
1. Entry fees will be $30.00 for all Rough stock events, Barrel Racing &
Breakaway, Entry fees for Team
Roping (each end), Open
Calf Roping, Over Forty Calf Roping, & Steer Wrestling shall be $50.00 (see
day money for
exceptions).
A. In Addition to entry fees:
- $2.00 on each entry to go to the judges ($1ea)at all IRCA
rodeos, except the finals. In addition, a
-$3.00 fee will be collected
per contestant per rodeo to go towards the General Finals Fund.
1.
$5.00 at co-approved rodeos there will be a $3.00 IRCA finals fee and
$2.00
for the second association fee.
-$5.00 day money will be mandatory at each rodeo, paid in cash.
1. 80% day money will be paid to the contestant with the highest score or
the fastest time
for that performance. In the
event that there are no qualified times or scores, the day
money will be carried forward to the next performance.
10% will go to rodeo secretary;
10% to General Finals Fund
a. Day money does not count
for year-end awards.
b. Slack is included with a
performance unless held at designated time from a
performance, for example
10:00 a.m.
c. If day money exceeds $100.00, the day money will be paid to the first
two places
with a 60/40 payoff.
d. $5.00 day money will be collected at one-day rodeos (any rodeo with or
without
designated slack will be considered a one day rodeo, as far as prize
money is
considered; except 80% will go into the jackpot, and be treated as such
instead of being
paid to the event winner).
- $9.00 Stock charge for each contestant in the SW, CR, BB, SB,
NSB, BR, BAR, O/40CR and
each team in the team roping ($4.50 per end). At the winter rodeos, the
charge will be
$10.00, this includes the barn charge. No barn charge
will be collected at outdoor
rodeos.
a. One verbal warning (from the director after receiving board approval)
to the stock
contractor
concerning quality of stock, and then if warning is not heeded, stock
charge is forfeited until action is taken.
b. Stock charge is optional
between committee and stock contractor.
- $3.00 (or $8.00 if barn charge) for GBR
a. If an electric eye is not
provided by the stock contractor, eye charge will not be
collected

2. Five percent (5%) will be withheld from the prize money at all IRCA approved
only rodeos.
A. At double approved rodeos six percent (6%) will be withheld from entry
fees
with three percent (3%) going to each association.
Stock Contractor or Committee
will be responsible for 3% money for rodeo with more than 2 sanctions
approved.
SECRETARY AND RODEO OFFICE
1. An IRCA rodeo must have an approved IRCA secretary.
2. Rodeo secretary must ask for card
number on entries phoned in. If
number is not given, entry may be
refused.
3. Any secretary accepting entries
is responsible for those entries. Secretaries
cannot accept any entries
in Team Roping
leaving an open hole. Both names are
to be given upon entering.
4. The IRCA Secretary may take
entries to an IRCA rodeo, if a person has “HONESTLY” tried to contact
the secretary of
the rodeo, during the time books are open, and the IRCA Secretary can verify it.
5. Arena secretary may ask contestants to show paid-up Association membership
card at time of entry.
A. Every contestant is required to show their
current membership card when paying fees
Should any contestant not have it with them, they will be required to pay
un- refundable
non-cardholder fees.
B. If secretary accepts a check from a member with a “CASH ONLY”
status, the IRCA
will not reimburse per rule under FINES #3C.
6. IRCA/Arena secretary has the right to ask to see contestant’s driver’s
license for proof of
Iowa
residence.
7. Arena Secretary must provide copies of the draw for
secretary's use, posting, and a copy of the timed
event draw to be posted at the roping box.
8. All rodeo information, (secretary and judges sheets, results, payoff,
Association money and contestant
list) must be
turned into the office (association secretary) within seven (7) days following
the last
performance of
the rodeo.
9. Contestants’ checks should be mailed within two (2) weeks after last
performance of rodeo.
10. The IRCA secretary will maintain a list of competitors (including
out-of-state and local) who draw
out, no
show, and do not pay
their entry fees. Secretary will forward
to rodeo secretaries on a week-to-week
basis. The list will
carry over from one year to the next. Rodeo secretaries are to collect fees,
before
contestant is allowed
to compete at the rodeo.
A. A $25.00
fine will be added to entry fees if not paid within 10 days of rodeos last
performance.
11. Draw
out fees and no show fees will be put in the Finals Fund to be
used at the board’s discretion.
12. Secretary may draw positions following the call in.
13. All new IRCA secretaries must pass a written test prior to the first rodeo
they will work each year. (The
test could
be prepared by any officer, director or any combination of officer/director.)
PAYOFF
1. A contestant must compete on every head of stock drawn for him/her in an
event to place in the
average.
2. Payoff is figured by adding total
entry fees plus added money and subtracting the Association %
(5% IRCA only; 6%
co-approved)

A. Ground Money – Total
payoff divided evenly between all contestants of an event

qualified rides or times. Does not count towards year end points.
6. Two go-rounds and average. Average will pay same as go-rounds.
A. Three go-rounds and average. Average will pay 1-½ times the amount of
the go-rounds.
7. Contestants’ checks should be mailed within two weeks after the last
performance of the rodeo.
8. Equal money in all events is encouraged. Team roping heading & heeling,
each being considered an
event.
POINT SYSTEM
1. This point system is set up solely to determine the Association Champions for
each year.
2. There will be one point awarded for each dollar won at any IRCA approved
rodeo in each of the nine (9)
standard events. (This
includes prize money and entry fees).
A. Bareback & Saddle
Bronc Points will be awarded as follows: Points
will be awarded
depending on where you place in a rodeo performance Pay off. (Not
excluding other
association contestants).
B. 1st – 50
pts;
2nd – 40 pts; 3rd – 30pts; 4th
– 20 pts; 5th – 10 pts. 5
points for each
rodeo in which contestant competes. regardless of placing.
C. Contest must still compete
in 4 IRCA approved rodeos to be eligible for the finals
and Year End Awards.
D. If ground money is paid, it is not to be figured into the standings.
E. For money won at Rough stock only events, points will be awarded only
after competing in
that event at 4 IRCA approved Rodeos.
3. The high point
winner in each of the nine (9) standard events will be named the champion.
A. Team roping headers and heelers will each receive year-end awards. A
roper can
accumulate points for both ends and receive awards for both, BUT can only
enter the
finals or an IRCA first approved rodeo once, as a header or a heeler.
4. The high point
winner who has won points in two (2) or more events will be named All- Around
Champion.
Must compete in 4 rodeos per event (end-TR).
A. All-Around points will
only be counted from events you can enter and compete in at
the same rodeo. If
co-sanctioned with another Association that allows a contestant to
compete in two events that the IRCA does not allow, Contestant must have
declared which
event will count towards IRCA All- Around points. Only one calf roping
event will qualify.
5. Rookie Cowboy and Rookie Cowgirl will be a first year cardholder, (age limit
26) with the highest points
accumulated in rodeos
only. Points from Rough stock events
will not count. (2007)
6. The counting of points for each member will begin when dues are paid.
A. Any member appearing on the suspended list will forfeit his points
accumulated up to that
time.
B. Any contestant acquiring points on the previous card must purchase
his/her membership before
January 1st in order for his/her points to count for the current year.
6. Points for the All-Around Position at the finals will be accumulated by a
point system rather than the
dollar figure, using
go-rounds and average.

7.
To fill an event for the finals when
contestants with money won will not fill the finals:
Contestant must
meet the four rodeo requirement. Points will be given to the fastest times -
highest
scores on a 5 – 1 point scale. (IRCA contestants only).
In the event of a tie, rodeos entered will be
counted. Five
points will be given for each rodeo.
If there is a tie for the last places, the event will not fill
past 15th place. Contestants
with the most points will be eligible.
JUDGES AND
JUDGING METHODS
1. All judges and flagmen must be IRCA members in good standing, and must attend
at least one
approved judges’ clinic per year.
A.
New judges and flagmen must be IRCA members in good standing, and be approved by
the Board.
B. Judges should be on the rodeo grounds at least four (4) hours prior to
the first performance if
possible and at least two (2) hours before each thereafter, unless
special arrangements
are made with stock contractors.
C. Judges must dress,
accessorize, and act professionally.
D. Judges, flagmen and timers must be men and women of experience. Judges
must have attended
a judging clinic.
E. It is preferable that there be a rough stock judge and a timed events
judge and must be approved by
the majority of the Board of
Directors.
F. If the Association does not consider the men/women chosen by a given
rodeo to have
adequate experience, they will expect the cooperation of the management
in replacing the
unsatisfactory judges, flagmen, or timers.
G. IRCA approved judges are mandatory at all
IRCA first approved rodeos “NO EXCEPTIONS
ARE ALLOWED”.
H. Judge
cannot compete in event he/she flags
I.
A timed event contestant can work as a judge as long as he/she attends a
judge’s clinic and
he/she appoints an approved timed event or director to watch the line in
the event he/she is
competing on
J.
A judge may compete in the performance in which he/she enters.
K. A contestant
cannot judge and compete at the finals
2. Judges will be paid a salary of One Hundred ($100.00) dollars a performance
by the stock
contractor in addition
to the one dollar ($1.00)/ per judge, per entry fee, paid by the contestants.
Designated slack is
treated as a performance.
3. Finals judges will be decided by ballot and voted on by competing
contestants. Rough stock contestants
will vote for two
(2). Timed event contestants will vote
for one (1) flagman. Therefore, 2 or 3 judges will
be in charge of
the finals.
A. All finals personnel will
be approved by the Board of Directors
B. Judges for the finals cannot purchase, individually or with a partner,
a contestant
sold in the
Calcutta
. If a judge or a “member connected with him in a partnership” are caught
doing so, they will be liable to a 1-year suspension from the Association
and pay a
$25.00 fine.
4. Judges not adhering to the IRCA rulebook shall be fined and/or suspended. All
complaints and rules in
question must be
submitted to the Board of Directors in writing, and voted on by them.
5. Judges’ books will be posted after each performance,
including scores and times for all events.
6. A judge’s form will be developed that not only indicates measurements for
each rodeo, but indicates
number of stock in
draw, animals taken out of the draw, fines suggested and any special
circumstances
that may occur. This
sheet is to be signed by each judge and turned into the rodeo secretary.
A. The rodeo secretary will
submit the report to the IRCA Secretary with
the rodeo results.
This report will stay on file with the IRCA secretary until the end of
the season.
7. Thirty minutes before the start of the performance, the arena will be cleared
and reworked, conditions
permitting.
8. Barrel space measurements, barrier measurements, and electric eye stake
measurements must be
turned in to arena
secretary in writing prior to the first performance of a rodeo.
A. Re-measured before each performance.
B. Judges are responsible for assembling, setting
up, aligning and tearing down the electric eye.
9. The men appointed to flag are the flag judges for those events regardless of
who judges riding events,
and are the only
men qualified to deliver a decision.
10. Any time contestant is fouled in any event; he/she must declare himself
immediately or take that mark
or time.
A. Judges will watch every ride and every run to its completion.
11. Any contestant, who argues with or annoys a judge while a contest event is
in progress, will
automatically
be fined and/or suspended for the next approved rodeo.
STOCK
12. All stock in first performance of a rodeo must remain for the entire
rodeo unless injured.
13. If a contestant is injured at a rodeo, he/she may be held back at same rodeo
until later in the go-round.
A. Consent of stock contractor and both judges is necessary.
B. If stock has been drawn for him,
then he must take that animal when he does compete.
14. All stock in contest events must be drawn by the judges and may be witnessed
by contestants.
A. No contestant may compete
on the same head of stock in any event at any rodeo, in more
than one go-around.
B. In drawing stock, there must be at least 8 or more in the draw each
time, in each event. All
stock must be placed in the draw unless the animal is injured.
C. A copy of the timed events draw (available from
arena secretary) will be posted at the roping box.
D. Receptacle containing numbers written on poker chips must be shaken
after each draw.
E. Schedule of events must be posted with the draw for each performance
at each rodeo.
F. In any timed event (except GBR) positions and cattle will be drawn for
as usual and followed
during any rodeo performance; but in slack, ropers and doggers should be
ready to
compete, and cattle will be chute run according to each section of cattle
run.
G.
If any animal that is drawn in either a riding event or a timed event becomes
sick or crippled
before it is contested on, a judge or director must pass on the animal’s
inability to be used
before it can be skipped or replaced in the draw
15. Stock for re-rides will be drawn before go-round. Re- rides must be drawn
from the heard.
A.
Featured animals may be held out of this draw, then returned to the draw for the
go-round.
B.
No more than two (2) feature animals may be held out of the draw for each
performance of go-
round.
16. Stock in timed events must be drawn by the flag judge for that event.
ROUGHSTOCK
17. Both judges in each rough stock event will carry a stopwatch to time the
8-second ride.
A. If the latch judge’s watch fails to operate, the gate judge’s time
becomes the primary time.
18. Judges will throw a flag to recognize a disqualification in rough stock
events only (missing
out a
horse, slapping, etc.).
A. Judges must throw flag immediately when horse is missed out, not waved
or thrown
seconds after infraction is made.
19. Re-rides must be given in all three (3) riding events.
20. If animal fouls rider, runs off, or stops; rider has the privilege of taking
the same animal back providing
the stock
contractor is willing, or rider may have a re-ride animal drawn.
A. If rider takes the same animal back, he must take that marking and is
ineligible for any more
re-rides in that event.
B. Re-rides shall be given if animal fails to perform to the satisfaction
of the judges.
21. If an animal that runs off is already drawn for another contestant, that
contestant must take the animal
already
drawn.
A. If stock contractor and contestant agree, such an animal may be taken
immediately before or
after the performance.
22. If re-ride is given because animal hits rider in the chute or falls, it is
to be brought back during the
same
performance.
23. If, in the opinion of the
judges, a rider makes two (2) honest efforts to get out on a chute-fighting
animal
and is unable to do so, he may have a re-ride animal drawn for him.
A. If, by decision of stock contractor, a horse’s head must be tied,
the mark out rule will be waived.
24. In riding events, ride and animal are to be marked separately.
A. Ride to be marked from one (1) to twenty-five (25) depending upon how
much the rider spurs.
B. The animal is to be marked from one (1) to twenty-five (25).
C. It is suggested that the full spread is to be used.
D. If the animal is marked for a total of sixteen (16) or less, the
contestant will get a re-ride. A
re-ride for a total score on an animal of over sixteen (16) is up to the
discretion of the judge.
E. A judge cannot change any scores after turning
in books to secretary after each performance.
F. Scores and times will be posted
25. To qualify, a rider must have spurs over the break of the shoulders and
touching the horse’s neck or
head when
horse’s front feet hit the ground first jump out of the chute.
26. If a horse stalls coming out of the chute, either judge may tell rider to
take his feet out of the horses
neck and
first jump rule may be waived.
A. First jump qualification may be waived at the discretion of judges if
the rider is fouled on the
chute gate.
B. In case stock fouls contestant, and the judge sees it, he may tell the
contestant to go with the
ride and the contestant must be marked.
TIMED
EVENTS
27. If any timed event contestant
runs the wrong animal, not the one drawn for him/her,
he/she will
receive
a no time and will not get a re-run.
28. There will be a barrier at all IRCA rodeos. A ten (10) second penalty will
be added for breaking or
beating
the barrier.
A. In all timed events a barrier will not be considered broken unless
ring drops within
eight (8) feet of post.
B. Barrier equipment must be inspected by judge before each timed event.
C. If equipment is faulty, it must be replaced.
D. Should barrier break at any place other than designated breaking
point, barrier shall not be
considered broken.
E. If contestant obviously beats barrier, but the staples are pulled or
barrier rope is broken and
string unbroken, barrier judge may assess a ten (10) second fine.
Otherwise, this is not
considered to be a broken barrier.
F. Automatic barriers WILL be used in calf roping, bull dogging, team
roping and breakaway
roping.
G. Judges are responsible to see that barriers are in place before the
first performance.
H. There should only be horizontal pin releases on
barriers (No vertical pins such as on Powder
River equipment).
I. Vertical or horizontal barriers will be up to judges’ and stock
contractors’ discretion.
J. Flag should be on barrier in front of horse.
29. Barrier judge will stand on the side of the chute the barrier is rigged in
all roping events.
A. Barrier judge is to make sure that nobody can stand close enough to
barrier equipment to
tamper with same, either before or after a run.
30. Once score line has been set in timed events, it will not be changed at that
rodeo, nor can length of box
be changed.
A. Score line will be marked with a rope at the end
of the barrier, in all timed events.
Rope will be
held in place by spikes and be no less than the width of the chute/box.
31. In order for time to be considered official, barrier must work properly. If
barrier hangs on animal,
contestant
must take re-run.
32. If automatic barrier fails to work, and stock is brought back, contestant
must take same animal over
during or
immediately after same performance.
A. If automatic barrier fails to operate, contestant will receive same
stock back.
B. If automatic barrier fouls contestant or neck rope goes out with
stock, contestant will receive
a re-run if he declares himself immediately with the judge.
33. In any time event, if an animal escapes from arena, flag will be dropped and
watches stopped.
A. Contestant will get animal back with lap and tap start and time
already elapsed will be added to
time used in performance.
B. If time is not recorded, the decision of the flag
judge shall be final.
C. If rope is on animal when he escapes, contestant will get animal back
lap and tap
with rope on it in the chute.
34. In timed events, flag judge must ask contestant if he wants a second loop or
jump.
BAREBACK RIDING RULES
1. One hand rigging to be used.
A. Riders may use their own rigging if rigging is not over ten (10)
inches in width at handhold
and not over six (6) inch D-ring or not a freak.
B. Judges to decide on all riggings.
C.
All bareback riders must use padding under rigging, and padding must extend a
minimum of two
(2) inches behind back of rigging. Also, in addition to the pad, a piece
of leather a minimum of 1/8
inch thick and 4” square must be glued or sewed to the pad, centered in
comparison to the total
body length of the rigging. This piece of leather shall be placed so that
½ of it extends behind the
rigging and the remaining 2” is under the rigging.
D. There will be at least an eight (8) inch wide cinch on all rigging.
2. Stock contractors will have the right to have judges pass on whether riggings
are objectionable.
3. Contestants may pull riggings,
cinch saddles, and pull ropes from either side in all riding events
4. The contestant will have the
right to call the judges to pass on whether or not a horse is properly flanked
or cinched.
5. Contestant must be ready to compete when called upon.
6. The contestant must have both spur rowels touching the animal, one on each
side of the animal,
anywhere above
the break of the shoulders when the animal’s front feet touch the arena floor
the first
jump out of the
bucking chute.
A. If, by decision of stock contractor, a horse’s head must be tied,
the spur out rules will be
waived.
7. Horse will be ridden for eight (8) second.
A. Time to start when the horse’s front feet hit the ground the first
jump out of the chute.
8. If a horse stalls coming out of the chute, either judge may tell rider first
jump qualification will be waived
A. First jump rule may be waived if rider is fouled on chute gate at the
discretion of the judges.
9. Horses are not to be hot-shotted until turned completely out of the chute,
unless requested by the
rider. Hot-shot will be
used from back of the bucking
chute only.
10. Rider is allowed to touch hindquarters of horse with back of hand.
RE-RIDES
1. Riders who are fouled on the chute, or by foreign objects will be entitled to
a re-ride at the discretion of
the judges.
2. If flank comes off the horse, rider has the option to take score given, or
may have a re-ride (providing
rider completes a
qualified ride).
3. The matter of re-rides shall be decided by the judges.
4. No re-rides are to be given due to default or breakage of contestant’s
equipment. Borrowed equipment is
classified as
contestants own.
DISQUALIFICATIONS
1. Rider disqualified for the following offenses:
A. If rigging comes off horse without breaking
B. Riding with rowels too sharp in the opinion of the judges.
C. Riding with locked rowels, or rowels that will lock, or for attempting
to lock rowels.
D. Being bucked off.
E. Riding with adhesives other than dry rosin.
Benzoin may be used.
SADDLE BRONC RIDING
RULES
1. Riding to be done with plain halter, one rope rein and saddle.
A. Contestants’ saddles are to be three-quarter rigged. This is to be
determined by ¼ of the
measurement from the center of the base horn to the inside of the top on
the cantle.
B. There will be at least an eight (8) inch wide cinch in all riggings.
2. Standard halter must be used unless agreement is made by both contestant and
stock contractor.
3. Contestants must furnish their own halters. Halters are subject to approval
of the judges on the fitness of
halters.
4. Riding rein and hand must be on the same side.
5. Horses are to be saddled in the chute.
A. Rider may cinch own saddle or examine same
to determine if satisfactory.
6. Either stock contractor or contestant shall have the right to call judges to
pass on whether or not horse is
properly saddled and
flanked to buck the best.
7. Middle flank belongs to the bronc rider.
8. Rider may use only dry rosin.
9. Contestant must be ready to compete when called on.
10. The contestant must have both spur rowels touching the animal, one on each
side of the animal,
anywhere
above the break of the shoulders when the animal’s front feet touch the arena
floor the first
jump
out of the bucking chute.
11. One (1) arm must be free at all times.
12. The ride starts when the front feet of the horse hit the ground the first
jump out of the chute.
A. “Free hand” may be touching the fork of the saddle until front
feet of horse hit the ground
the first time out of the chute.
13. Saddle bronc riding is to be timed for eight (8) seconds.
14. If a horse stalls coming out of chute, judge may tell rider to take his/her
feet out of the horse’s neck
and first
jump qualification will then be waived.
A. First jump qualification may be waived at the judge’s discretion if
the rider is fouled at the chute.
B. If, by decision of stock contactor, a horse’s head must be tied, the
spur out rule will be
waived.
15. Novice saddle bronc riding is an accepted IRCA optional event.
RE-RIDES
1. If, in the opinion of the judges, a saddle bronc deliberately throws
himself/herself, the rider shall
have the choice of that
horse again or the contestant may have a horse drawn from the re-ride horses.
2. No re-rides are to be given due to default or breakage of contestant’s
equipment. Borrowed equipment is
classified as
contestants own.
3. If flank comes off the horse, rider has the option to take score given or may
have a re-ride (providing the
rider completes a
qualified ride).
4. Riders, who are fouled on the chute or by foreign objects, will be entitled
to a re-ride at the discretion of
the judges.
DISQUALIFICATIONS
1. Rider to be disqualified for any of the following offenses:
A. Being bucked off.
B. Changing hands on rein.
C. Wrapping rein around hand.
D. Pulling leather.
E. Losing stirrup.
F. Touching animal or saddle or rein with free hand or arm.
G. Riding with locked rowels or rowels that will lock, or for attempting
to lock.
H. Riding with adhesives other than dry rosin.
I. Saddle bronc riders cannot assist themselves with rein hand locked
over swells of saddle.
NOVICE SADDLE BRONC
Novice saddle bronc for high school cardholders will be offered. IRCA saddle
bronc rules will apply.
BULL RIDING RULES
1. All IRCA first approved rodeos will have two bullfighters.
2. Bull having dangerous horns, in the opinion of the event director, must be
de-horned, tipped or kept out
of the draw.
3. Any objectionable animal will be brought before the board to be ruled upon.
4. Riding to be done with one hand and loose rope, with or without handhold.
A. No knots or hitches to
prevent rope from falling off bull when rider leaves him.
B. Rope must have a bell, no bell – NO MARKING.
Bell
must be under belly of bull.
C. No ropes to be used which have any knots, wires, or other aids for the
purpose of placing
spurs therein
5. Rider will have the right to call judges to pass on whether or not bull is
properly flanked to buck its best.
6. Only five (5) point “plain” or “notched” spur rowels (one rowel per
shank) may be used in the bull riding.
7. Riders may only use dry rosin only on glove and rope.
8. Bull must be ridden eight (8) seconds
9. Time to start when animals inside shoulder or inside hip breaks the plane of
the chute.
10. Rider is allowed to touch any object that interferes with his making a
qualified ride, at the judge’s
discretion.
A. Bull’s tossing of clown’s dummy up and into competing contestant.
B. Bull jumping into fences, as long as contestants is not assisting
his/her ride in any way.
11. If a rider makes a qualified ride with any part of the loose rope in their
hand, provided rider has not
touched the
ground or hasn’t fouled the animal with free hand, rider is to be marked.
A. Judge must differentiate between a rider touching a bull and the bull
touching the rider. The latter
sometimes occurs when a rider is struck by a head slinging bull and is
not a disqualification.
RE-RIDES
1. If flank comes off, rider has the option of taking score given, or may have a
re-ride (providing rider
completes a qualified
ride).
2. No re-rides are to be given due to default or breakage of contestant’s
equipment. Borrowed equipment is
considered as
contestant’s own.
3. Riders who are knocked off at chute, or if bull falls, shall be entitled to a
re-ride at discretion of judges.
4. Re-ride to be given to rider who has made two honest
tries to get out on chute fighting bull, at discretion
of judges.
5. Riders, who are fouled on the chute or by foreign
objects, will be entitled to a re-ride at the discretion of
the judges.
DISQUALIFICATIONS
1. Riders will be disqualified for any of the following offenses:
A. Being bucked off.
B. Using sharp spurs.
C. Touching animal or himself/herself with free hand or assisting
himself/herself with free arm
by touching animal.
D. Having spurs or leggings under rope when pulled tight.
COWGIRLS BARREL RACING RULES
1. Barrel racers are required to wear western attire (Collared long sleeve shirts,
colored or blue jeans,
hat and
boots) in grand entry and while contesting.
2. Contestants must be ready to compete when called on.
3. Barrel racing is a regular rodeo event; thereby making it necessary to have
at least three (3) contestants
present to make up a
race.
4. Barrel racers will be required to enter the arena and begin contest barrel
run with hat on head.
A. Failure to comply will result in immediate disqualification for
remainder of the rodeo.
5. All members are responsible at each approved barrel race or rodeo to keep
complaints concerning
barrel racing, the
barrel racers, etc away from the stock contractor and/or the producer.
6. Stock contractor is responsible for bringing in and removing barrels from
arena.
7. Barrel space measurements must be turned in to the arena secretary in
writing prior to the first
performance of a rodeo.
This is responsibility of the judge.
8. Barrel measurements will be posted with the draw at each rodeo and labeled
clearly “CENTER GATE”
or “NOT CENTER GATE”
9. Judges are responsible for staking the barrels from a marked point of origin
before the beginning of the
first performance of
the rodeo and checking and re-measuring such prior to the beginning of each
rodeo
performance thereafter.
10. No obstacles may be set up to run through for starting line.
11. Flagman’s starting line must be a visibly marked place.
12. Both judges shall be required to be present during the barrel race with one
judge flagging and other
judge
watching to see that a qualified cloverleaf pattern is run.
13. If the barrel is knocked down, the judge not flagging will reset barrel in
proper place.
A. If the barrel closest to the flagman is knocked down, flagman may
reset only this barrel back
in its proper place (2007)
B. Barrels shall be set inside of marked
stakes.
14. Barrel racer cannot enter two horses in any one rodeo. A horse cannot be
ridden by more than one
person at
the same rodeo.
A. Exhibition runs may be made on second horse with consent of rodeo
producer.
B. There will be no exhibition runs before your actual competition run
during a rodeo unless
asked by a contractor to help fill a
performance.
15. Barrels should be at least twenty (20) feet from the fence and score line
whenever possible in the
arena.
A. The score line from where time begins shall be forty (40) feet or more
from the fence.
16. The barrels used in any approved barrel race must be standard size,
fifty-five (55) gallon drums and
shall
be at least two (2) colors (one of which shall be light).
17. A gate shall be considered a “center gate” only if the first barrel and
the second barrel are the same
distance
from the center of the center of the gate with a 4 foot maximum leeway on either
side.
18. Time shall begin when horse’s nose reaches the
starting
line.
A. Once a contestant or horse enters the arena and crosses the score
line, time will begin.
B. Once the contestant has crossed the plane of the gate, the contestant
can not exit the arena
to set back up then re-enter or contestant will be disqualified. The
judge’s decision is final.
C. The contestant is
allowed as many assistants as necessary to get to the gate. The
assistant(s) can not cross the plane of the gate or the contestant will
be disqualified. The
judge’s decision is final.
19. Time shall end when horse’s
nose reaches the finish line.
20. The same flagmen, timers and judges for other time events shall be used for
the barrel race.
21. Barrels are to be placed in a cloverleaf pattern, using the arcing method.
22. Contestant will NOT be disqualified or penalized for touching a barrel.
23. Barrel racing must be treated with the same recognition as any approved
rodeo event.
24. There shall be no tires on barrels.
25. At the finals, barrels will be run in rotation and will not be raked after
every five (5).
26. There will be a thirty (30) second time limit, not including penalties.
27. After the barrels have been staked, no one will be permitted to go around
the stakes or barrels for the
duration of
the rodeo, closer than 15 feet from the stakes used in competition.
28. Barrels must be removed 2 hours
before performance, or earlier, if directed by stock contractor
or
judge.
29. Judges, director, and contestants will work together to see that the area
surrounding the barrel stakes
is
kept reasonably dry and free of debris.
30. There will be 12 barrel racing contestants run during a performance. If
only 15 contestants, contractor
can
run all 15 contestants. If more than 15 contestants, all over 12 will be run in
the slack.
A. If slack will be run, it must be posted with the draw and at the time
of the draw.
B. In the barrel racing, tractor rakes shall be made on draw positions,
not to exceed 15 positions
between rakes and not to exceed the number of positions run in the
performance.
C. A contestant who draws
fresh ground (i.e. #31) when raking every 15) cannot be moved to the
bottom of the ground due to another contestant’s no show or turn out.
31. When a center gate is available, barrel racer must maintain a forward motion
when entering arena and
approaching
first barrel. (If contestant stops or circles, they will be flagged out).
32. When a center gate is not provided, contestant has
the choice of running in from the gate or entering
the arena
and “setting up”.
GIRLS BARREL RACING
RULES W/ELECTRIC EYE
1.
Electric eye stakes to be measured prior to beginning of performance,
placed three to five feet inside
the arena fence when possible.
A. Judges are responsible for assembling, setting up,
aligning and tearing down the electric eye.
2. Complete electric timer must be backed up by flagmen who will stand behind
one timer post in the
arena. One
timer will record the times that appear on the electric eye readout. The other
timer will
operate a
stopwatch and record the time show thereon. Stopwatch times start and stop from
flagmen’s
signal and are
recorded in hundredths.
3. There will be a $4.00 stock/timer charge paid to the rodeo secretary. If an
electric eye is not provided by
the stock
contractor, this charge is not to be collected.
4. The barrel race will be timed in the thousand of a second and paid off on
thousands.
5. If a problem should arise with the electric eye, the judges have the
discretion of running the remaining
barrel racing in the
slack.
A. If the electric eye continues to fail, the flagmen will be used. (See
rule 6)
6. If an electric eye fails to work for the majority (over 50%), back up times
will be used for all contestants.
The back up times will
be recorded in hundredths. The payoff then will be made on the watch times.
7. The IRCA stock contractor will be responsible for providing an operable
electric eye for all IRCA
performances. If an
electric eye is not provided by the stock contractor, there will be a $50.00
fine,
payable by the
contractor.
A. If an outside eye is provided the $50.00 will be paid to the owner(s)
of the eye used. If no
back up
electric eye is available, the $50.00 will be paid to the Barrel Racing Fund.
PENALTY
1. If contestant knocks barrel over there will be a five (5) second penalty for
each barrel knocked over.
A. If a barrel is knocked over, and it stands up again on its other end,
this will be
considered as knocked over and a five (5) second penalty charged.
DISQUALIFICATIONS
1. Contestant will be disqualified if after crossing score line and being
flagged at the beginning of the run,
she re-crosses the
score line before completion of a true cloverleaf pattern.
2. Failure to observe dress rules as stated above.
3. Failure to enter arena and begin run with hat on.
RERUNS
1. No re-run will be given due to default or breakage of contestant’s
equipment.
2. Re-run to be given contestant, at judge’s discretion, should contestant be
fouled; she will make her re-
run during or after that
performance of the rodeo, at a time decided on by the judges and her.
3. If a whole section is re-run, all penalties will be dropped.
A. No penalties will be carried forward on any re-run.
CALF ROPING RULES
OVER FORTY RULES
1. In IRCA first approved rodeos,
contestant will only be allowed to compete for one payoff, either Open or
Over Forty Calf
Roping, not both.
A. Contestant must declare
which payoff (Over Forty or Open) contestant will be competing in
for IRCA points when membership is sent in. This includes IRCA standings,
finals, year end
awards and All-Around.
B. Contestant will only
accumulate points in one payoff (Open or Over Forty) in the
IRCA. This
includes co-approved rodeos, the IRCA standings, IRCA year end
awards, IRCA finals, and
IRCA All-Around.
C. In the case where a
contestant is allowed to enter both Open and Over Forty Calf Roping in
another association’s first approved rodeo and the rodeo is co-approved
with the IRCA,
contestants points will only count in the payoff
contestant has declared as the payoff
contestant will be competing in for points.
2. To compete in the Over Forty calf
roping, Contestant must be forty years or over.
3. There will be a sixty (60) second time limit, not including penalties.
A. There will be a thirty (30) second time limit, not
including penalties, at the finals.
B. Only one loop will be allowed at the finals.
4. Contestant must catch calf, dismount, go down the rope and throw calf by
hand, cross and tie any three
legs and legs must
remain crossed and tied securely for five (5) seconds.
A. If a calf is down when roper reaches it, calf must be stood on at
least three (3) feet (calf
may be helped by roper, but at
least three (3) feet must be dangling underneath calf) and calf
must be re-thrown.
B. If roper’s hand is on calf when calf falls, calf is considered
thrown by hand.
C. Rope must hold calf until roper gets hand on calf.
D. Tie must be finished with a half hitch or ’hooey’
5. Tie must hold for five (5) seconds and then be passed on by field judge.
A. Untie man must not touch calf until judge passes on tie.
6. Stock contractor shall endeavor to keep an even set of calves.
A. Judges and/or calf roping director shall retain the privilege of
eliminating uneven or undesirable
calves when necessary.
B. Anytime there is not a fresh calf for every roper, all calves must be
run and tied down at least
once.
C. Calves should be even in weight, height, and age. No calf in the tie
down calf roping(s) will
weigh over 250 lbs.
D. All roping calves must be branded or ear-tagged.
7. All calves shall be drawn not MORE than four (4) hours, and not less than one
(1) hour, before each
performance.
A. A list shall be posted not
less than one (1) hour before each performance.
B. There shall be no closed drawing held.
8. Any member tampering with calves will be disqualified at that particular
rodeo.
9. Automatic barrier must be used.
A. Length
of neck rope must be a minimum of the box length minus four(4) feet, (not
diagonal) Less 18 inches.
B. Any exception requires Calf Roping Director or their representative’s
approval.
C. Once score line is set, it will not be changed during that go-round or
rodeo, nor will roping
box, chute or barrier be changed in any manner.
10. Barrier and barrier equipment used in calf roping cannot be used in the
bulldogging event.
11. If barrier fails to operate or malfunctions, contestant will receive stock
back.
A. If automatic barrier fouls contestant, or neck rope goes out with
stock contestant will receive
a re-run if he declares himself immediately with the judge.
B. If barrier equipment stops calf or turns calf back, calf will be
brought back and decision of judge
will determine if stock re-run.
C.
During any performance, if an animal in a timed event escapes from the chute or
pens before it
is called for, that animal will be brought back after that performance
with two (2) or more of
the same animal.
12. A stopwatch will be used by the field judge.
A. Calf must be tied securely for five (5) seconds.
B. Judge will not begin this five (5) second period until roper has
remounted and given calf
complete slack. If rope is no longer on calf, time starts when roper
calls for flag.
C. Field judge must watch calf during this five (5) second period and
will stop watch when a calf
kicks free, using this time to determine whether the calf was tied long
enough to qualify.
D. If calf roper’s calf kicks up and roper is disqualified, the roper
must ask judge immediately to see
the watch. If watch is cleared or did not work correctly, roper gets calf
over.
13. Roper will have privilege of selecting two men to go into arena to prevent
calf from turning back. One
must remain
at score line, the second not over 25 feet from the box.
A. Man must not come in physical contact with or throw any foreign
objects at calf under penalty
of disqualification of roper. Both men must remain motionless.
14. All boxes must have enclosed back with solid corners and pads.
15. Same person must open all front gates for entire rodeo.
A.
Stock contractor will designate and be responsible for providing a man and
seeing that he works
the entire rodeo.
16. If calf falls completely down before crossing score line, calf may be
brought back and re- run.
A. Decision of judge will determine if calf is re-run.
17. Stock must cross score line in front of line judge after
leaving chute.
A. If calf does not cross score line in front of line judge, stock may be
brought back and re-run.
B. Judge’s decision will determine if calf is re-run.
18. When roper calls for calf, calf belongs to roper.
19. Two loops allowed only if there is an average.
20. If a rodeo has a calf scramble, they must use different calves than roping
calves.
21. During any performance, if an animal escapes from the chute or pens before
it is called for, that animal
will be
brought back after that performance with 2 or more of the same animal.
22. A calf must be re-run before it is used by another contestant.
23. No re-runs will be given due to default or breakage of contestant’s
equipment. Borrowed equipment is
considered
as contestant’s own during competition.
24. If any timed event contestant runs the wrong animal not the one drawn for
him/her, he or she will
receive a
no time and not get a rerun.
25. Contestant will be disqualified for any abusive treatment of calf or roping
horse
DISQUALIFICATIONS
1. Roping calf without releasing loop from hand is not
permitted.
2. If tie comes loose and calf gets to his feet before the tie has been examined
and ruled a fair one, roper
will receive a no
time.
3. Roper may be disqualified for excessive dragging of calf.
4. No re-runs will be given due to default or breakage of contestant’s
equipment.
A. Borrowed equipment is accepted as contestant’s own.
5. Contestant must be ready to compete when called on.
DRAG RULE
1. At all rodeos the following will constitute excessive dragging of a calf in
the calf roping events. This rule
will be classified as one of
2 types: #1: Non-Intentional and #2: Intentional.
A. Type #1: Non-intentional drag is when any calf is dragged after being
tied 10 ft (or
approximately the calf’s body length from nose to tail head) and signal
completion of the tie.
1. Such an infraction will be identified by the flag judge and the roper
will be assessed a
$25.00 fine. The flag judge must announce immediately to the roper that
he will be
fined and it is the flag judges’ responsibility to mark it on the judge’s
sheet (or with the
secretary). A drag will not be assessed if dragging occurs during the tie
and when
the calf is struggling to be tied. The $25.00 fine can be paid
immediately to the
rodeo secretary and must be paid to the contractor prior to competing in
his/her next
rodeo.
2. All drag fines must be
paid by the first performance of the IRCA Finals or forfeit
your position in the finals/ or during the finals before the payoff of
the event.
B. Type #2: Intentional dragging will be immediate disqualification,
$25.00 fine. Paid as stated
above.
1. Intentional dragging will be any action or lack of action of the roper
that makes or allows the
calf to be dragged any extended length. This will include but not be
restricted to:
a. Slapping horse back with or without rope after tying or trying to tie
calf.
b. Jerking reins or jerk line on horse causing dragging after tying or
attempting to tie.
c. Not trying to mount horse quickly enough to prevent dragging.
d. Any other intentional action by roper that causing dragging.
2. The flag judge must immediately flag out roper and announce to the roper the
reason for the
disqualification.
It is the flagger’s responsibility to record disqualification and fine on
judge’s sheet or
with the rodeo
secretary.
3. The flag judge will give the benefit of the doubt in favor of the roper.
4. The flag judge, at his discretion, may ride behind calf horse to prevent
excessive dragging.
5. All drag fines will be reported to the IRCA secretary and stock contractor
will retain or receive fines when
they are paid.
PENALTY
1. There shall be a ten (10) second penalty for beating or breaking the barrier.
A. Barrier will not be considered broken unless ring drops within eight
(8) feet of post.
2. The calf roper must run horse at calf and horse must cross barrier line or
receive a ten (10) second
penalty.
RE-RUNS
1. If calf gets out of arena, flagman is to stop the time and roper will get the
same calf back.
A. Calf to start lap and tap.
B. Roper to start in chute with time accumulated when calf got out added
to his time.
BREAKAWAY ROPING
RULES
1. Automatic barrier length will be the same as for the
Open and O/40 calf
roping.
A. The Score line shall be one (1) foot per each twenty-one (21) feet of
arena length.
B. Where permanent boxes are under sixteen (16) feet in depth, Automatic
barrier must be used.
Length of neck rope must be a minimum of the box length minus four(4)
feet, (not diagonal) Less 18 inches.
C. Maximum barrier length shall be twelve (12)ft.
D. Any exceptions require the Breakaway Roping Director or their
representative’s approval.
2. Once score line is set, it will not be changed during that go-round or rodeo,
nor will roping box, chute or
barrier be changed in
any manner.
3. A ten second penalty will be added for breaking or beating the barrier. A
barrier will not be considered
broken unless the ring drops
within eight (8) feet of the post.
4. If automatic barrier fails to operate or malfunction, contestant will receive
stock back.
5. If, in the opinion of the line judge, automatic barrier equipment fouls
contestant or neck rope goes out
with calf, contestant
shall get calf back providing contestant declares himself/herself by pulling up
immediately. If rope is
thrown, no re-run will be given.
6. If barrier equipment stops calf or turns calf back, calf will be brought back
and decision of judge will
determine if stock is
re-run.
7. If calf falls completely down before crossing score line or does not cross
score line, decision of judge will
determine if calf may
be brought back and re-run.
8. Same person must open all front gates for the entire rodeo. Stock contractor
will designate and be
responsible for
providing a man and seeing that he works the entire rodeo.
9. All roping boxes must have an enclosed back and pads for the roping box must
be provided by the stock
contractor at
each performance of each rodeo.
10. Calves can be lined to the score line. Person selected to line calf must
remain stationary and
may
not come in physical contact with calf, throw or wave any foreign object at the
calf, yell or “shoo”
the
calf under penalty of disqualification of the contestant.
CALVES
1. All roping calves should be of the same type. Any deviation from this must be
approved by the Break
Away Director. All
calves must be ear tagged. No duplicate numbers will be permitted. If horned
cattle,
horns will not exceed 1”
in length. Calves should weigh a minimum 170 pounds and maximum of 350
pounds.
2. The same set of calves may be used for break-away as used in the open and
O/40 tie down calf roping
with a minimum of
6 calves drawn for break-away. Calves used in the break- away event may not be
used for any
event other than calf roping (i.e. calf scramble).
3. Judges and/or Break Away Director shall retain the privilege of eliminating
uneven or undesirable calves
when necessary. Upon
notification, either written or verbal, the stock contractor shall eliminate the
animal in question from
the competition draw of that rodeo and future rodeos.
4. Calves must be run through chute to catch pen prior to the first performance
of each rodeo.
5. No electric prods (hot shots) should be used on roping calves in catch pen or
chute areas unless
numerous attempts to
load animal by other means have failed.
6. Any member tampering with calves will be disqualified at that particular
rodeo.
JUDGING
1. The line judge should stand on the same side of the chute that the
contestants are competing from.
2. The flag judge in the breakaway roping shall position himself against the
wall to the right of the timed
event box,
approximately halfway down the arena.
3. Judge is to flag time for the run, then flag contestant out if the run and/or
catch is not legal.
4. In case the field judge flags out a roper that still legally has one or more
loops coming, the judge may
give the same calf back
lap and tap, plus time already lapsed and any barrier penalty.
5. If the judge sees he has made an error in flagging, he must declare a re-run
before the contestant
leaves the arena.
LEGAL CATCHES
1. Rope(s) must be tied to the saddle horn with a minimum of 90-test weight
nylon string, provided by
the contestant. A knot
must be at the end of the rope with the string tied at the knot. There will be
no tail.
String will be
inspected by the barrier judge and/or the Break-Away Director before each
contestant.

2. A white flag that is visible to the flagman or judge
must be attached no more than six (6)
inches from the horn.
3. Rope may not be run through bridle, tie down, neck rope or any other device.
4. Nothing may be used on the rope to keep loop from drawing tight.
5. The calf’s head must pass through loop. The loop may draw upon any part of
the calf’s body behind the head.
If rope falls from calf after it breaks from the horn, a qualified time shall be
recorded. Calf may not run through
loop then step back in for a legal catch.
6. The contestant will receive a “no time” should they break the rope away
from the saddle horn by hand.
Rope must be released
from contestant’s hand to be a legal catch. Once the slack is thrown, the
roper
will be
disqualified if they go back to the rope.
7. If rope should dally around horn and not break free when calf hits end of
rope, contestant may ride
forward, un-dally the
rope, and then stop his/her horse to make the rope come tight, not breaking from
horn, and stopping or
turning calf. Only then can contestant touch rope to remove dally. Contestant
will
be disqualified for
breaking rope from horn.
8. There will be a thirty (30) second time limit. A whistle indicating “no
time” shall be blown by the timer
at
the end of thirty
(30) seconds.
9. Catch pens will remain open at all go-round rodeos. Catch pen gate will be
closed at all rodeos with two
or more go-rounds. At
the finals the catch pen will remain open.
10. Only one (1) loop will be allowed at all one go-round rodeos. Two (2) loops
will be permitted at rod
with two or
more go-rounds (i.e. finals). Contestant must carry two loops to use two loops
and must use
second rope
for second loop.
11. No loops may be rebuilt. Should contestant miss with first loop the second
loop becomes uncoiled or
loose and
touches the ground, they will receive a “no time”.
12. If out of the average, only one (1) loop can be used. (Contestant will be
considered “out of the
average” if
they have missed their calf with two (2) loops during a previous go-round)
If a contestant is
still in the
average, two (2) loops can be used.
13. If contestant missed with the first (1st) loop and catches with the second
(2nd) loop, but timer fails to
get time, a
five (5) second penalty for missed first loop will be assessed.
14. Roping the calf without releasing the loop from the hand is not a legal
catch.
15. Neck rope must be broke
before a loop is thrown.
16. During any performance, if an animal escapes from the chute or pens before
it is called for, that animal
will be
brought back after that performance with 2 or more of the same animal.
17. A calf must be re-run before it is used by another contestant.
18. No re-runs will be given due to default or breakage of contestant’s
equipment. Borrowed equipment is
considered
as contestant’s own during competition.
19. If any timed event contestant runs the wrong animal, not the one drawn for
him/her, he or she will
receive a
no time and not get a rerun.
20. Boys may compete in breakaway roping if they are fourteen (14) years of age
or under on January 1s
of
the year of competition.
A. Breakaway contestant may
compete in Open Calf Roping but points will not count towards
All- Around, Rookie or Finals.
21. Contestant will be disqualified for any abusive treatment of calf or roping
horse.
STEER WRESTLING RULES
1. There will be a sixty (60) second time limit, not
including penalties.
A. Automatic barrier must be used.
B. All portable boxes must be a minimum of sixteen (16) foot.
C. Any exception requires the Steer Wrestling Director or their
representative’s approval.
D. All boxes must have enclosed back with solid corners and pads.
E. There will be a thirty (30) second time limit, not
including penalties, at the finals.
F.Length
of neck rope must be a minimum of the box length minus six (6) feet (not
diagonal) Less 24
inches.
2. The steer must be able to move out. If barrier equipment hangs on steer,
stopping or jerking head
out of position,
or steer falls before crossing line preventing contestant from making a fair
catch, stock
will be brought
back.
A. Decision of judge will determine if stock is re-run.
3. Barrier equipment must be inspected by the judge before each contestant
competes and replaced if
necessary.
4. Barriers and barrier equipment.
A. No metal may be used on jerk line and neck rope that extends beyond
front of chute.
B. Barrier must be tied with string only.
5. There shall be two (2) or more timekeepers, a score line judge, a field judge
and a qualified person to tie
jerk line around
steer’s neck and feed jerk line from box, and as many other officials as
necessary.
6. Stock must cross score line in front of line judge after leaving chute.
A. If stock does not cross score line in front of line judge, stock may
be brought back and re-run.
B. Decision of judge will determine if stock is re-run.
7. When dogger calls for steer, the steer belongs to dogger.
8. Only one hazer is allowed.
A. Contestant must furnish own hazer and horse.
B. Neither contestant nor hazer is allowed to change horses after leaving
chute.
C. Hazer must not hit steer in the face before catch is made, or render
any assistance to contestant
while he is working with steer.
D. Failure to observe these rules will disqualify contestant.
9. Steer must be caught from horse.
A. If steer is missed or gets loose after catch, no more than one (1)
step can be used to re-catch
steer.
B. If dogger misses or loses steer, flagman must ask dogger if he wishes
another jump. Dogger
must
reply at once.
10. After catching steer, wrestler must bring it to a stop or change directions,
then twist steer down by
applying
hold to head and/or horns.
A. If steer is knocked down, tripped or thrown by putting horns into
ground, any obvious illegal
fall; steer must be let up and thrown again.
B. Steer will be considered down only when it is lying flat on it side or
on its back with all four
feet clear from under him and head straight.
C. Wrestler must have hand on steer when flagged.
D. The fairness to catch and throw will be left to
judges and their decision is final.
11. Steers used for steer wrestling should not be used for any other event.
Exceptions may be made by
discretion
of director.
A. Animals used for this contest will be closely inspected before each
performance; objectionable
animals will be eliminated.
B. Steer Wrestling Director may deem a steer or steers undesirable. These
undesirable animals
must be withdrawn and/or replaced in the draw with fresh cattle.
C. Contestant will not be required to compete on crippled steer or a
steer with a broken horn.
D. If contestant jumps at steer, he accepts him as sound.
E. Contestant will be disqualified if he attempts in any way to tamper
with steers or chutes.
12. Steers shall be drawn not more than four (4) hours, not less than one (1)
hour before each
performance.
A. A list of steers and doggers shall be posted not less than one hour
before each performance.
B. There shall be no closed drawings.
13. Stock contractors shall endeavor to keep an even set of steers.
A. The privilege of eliminating uneven steers, when necessary, shall be
retained by the
judges and Bulldogging Director.
B. All steers in this event must have been run and thrown at least one
time.
C. All bulldogging steers must be horn branded or hip branded.
14. Same man must open all front gates for entire rodeo.
15. No re-runs will be given due to hanging of horn, or horns in chute.
16. The field judge must be as far back of the score line as possible before
each run.
17. ONLY STEERS may be used in the steer wrestling.
18. In NO situation may steer wrestling cattle use artificial horns.
19. Contestant must be ready to compete when called on.
20. There must be at least 4 contestants per rodeo in order to hold the event.
If there are less than 4
contestants,
the stock contractor may make the decision whether to hold the event. It is the
contestants’
responsibility to check back with the stock contractor to see if the event will
be held.
21. Steer Wrestling cattle will be # branded on hip or base of horn. (Must be
visible).
22. During any performance, if an animal escapes from the chute or pens before
it is called for, that animal
will be
brought back after that performance with 2 or more of the same animal.
23. A steer must be re-run before it is used by another contestant.
24. No re-runs will be given due to default or breakage of contestant’s
equipment. Borrowed equipment is
considered
as contestant’s own during competition.
25. If any timed event contestant runs the wrong animal, not the one drawn for
him/her, he or she will
receive
a no time and not get a rerun.
DISQUALIFICATIONS
1. Contestant will be disqualified if he attempts in any way to tamper with

A. During, before or after performance.
2. Hazer must not hit steer in the face before catch is made, or render
assistance to contestant while he is
working.
A. Failure to observe this rule will disqualify the contestant.
3. No re-runs will be given due to default or breakage of contestant’s
equipment.
PENALTY
1. If contestant breaks or beats barrier, a ten (10) second penalty shall be
enforced.
RE-RUNS
1. If barrier malfunctions, cattle will be re-run regardless if qualified catch
or not.
DALLY
TEAM ROPING
General
Rules:
1. Team
Ropers are allowed to enter one time.
A. At co-approved rodeos, where the association with first approval
allows it, contestants may enter
twice, by changing partners or ends.
B. Contestant’s points will count towards their event standing. With
only their highest placing
counting towards the all around.
2. If one partner in the team roping
does not show, the other partner has the right to choose another
partner. The
substitute partner must be entered in the rodeo
3.
Any heeler 50 years of age or older, all women, boys and girls 14 years
of age and under, will be
allowed to tie on
“hard and fast” in the team roping. It is their responsibility to inform the
judges before
roping.
4.
Ropers have the option of selecting up to two people to go in to the
arena to prevent steer from turning
back. One must
remain at the score line the second may be positioned not over 25 feet from
front of
box. Helpers must
remain motionless, and may not touch the steer under penalty of disqualification
of
the team
5.
Each contestant will be allowed to carry only one rope. Only one loop is
permitted at each end
6.
Header starts from behind the barrier and must throw the first loop.
7.
Roping steer with out turning loose of the loop will be considered no
catch.
8.
Header must rope, dally and change direction of the steer.
9.
Steer must be turned and one jump in tow by header, before the heeler’s
rope contacts the steer. If
steer stops,
steer must be in tow with rope tight before heeler’s rope contacts steer. Or
team will be
disqualified.
10. Time is taken when steer is roped, by both ends, horses are facing steer in
“L” or better shape, and
ropes
are tight, dallied or tied. Horses’ front feet must be on the ground and
ropers must be mounted.
11. Dallys must be held tight until inspected by field judge
12. If a heeler ropes a front foot or feet in the heel loop, this is a foul
catch. However, should the front feet
come out of
the heel loop by the time the field judge drops his flag, time will be counted.
Contestant
may not
remove the front foot or feet by hand.
13. If steer is roped by one horn, roper is not allowed to use his hands to
remove loop or put loop over
other horn
or head.
14. A broken rope or dropped rope may be considered a no time at the discretion
of the judges.
15. No reruns will be given due to broken or dropped ropes or other contestant
equipment failure.
16. All ropes will be removed in catch pen where arena conditions permits.
Legal catches. Other catches result in disqualification
1.
There are only three legal head catches: Both horns, around the neck or a
half head {one horn and the
head}
2. Any heel catch behind both shoulders is a legal catch, if rope goes up heel
or heels.
Illegal catches resulting in disqualification:
1. A Hondo which passes over one horn and the loop over the other horn.
2. A loop which crosses itself in a head catch.
Time added penalties:
1.
If contestant breaks or beats the barrier, a 10 second penalty will be
added.
2. If heeler catches only one hind foot, a 5 second penalty will be added.
Judging Team Roping:
1.
There will be a 60 second time limit, not including penalties at regular
season rodeos.
A. At the finals there will
be a 30 second time limit not including penalties
B. Only one loop per end
allowed at the finals.
2.
Stock:
A. Stock contractor shall
endeavor to keep an even set of steers.
B. When necessary, judges or
the Team Roping Director may eliminate uneven steers.
C. Steers must be number
branded.
D. Stock contractor may use
artificial, plastic horns. These horns are to be the strap down
type
that fit snug on the head.
i. These horns are not to be
on cattle more than two (2) hours before or after the
rodeo, for humane purposes, and subject to a fine of $25.00 to $100.00
ii.
In the event that plastic horns are used, and on a Team Roping run the
horns
come off or are turned more than halfway around the face, the team will
automatically receive a rerun after the show on the same steer. The judge’s
decision is final.
iii. All other team roping rules are valid
iv. It is the judge’s responsibility to see that each steer’s horns
are securely fastened
before each run.
v. There will be no mixing of natural and artificial horn cattle.
3.
Drawing stock:
A. Stock may not be drawn
more than four hours or less than one hour before each performance.
B. There shall be no closed
drawings of stock.
C. A list of ropers and
steers drawn shall be posted not less than one hour before each
performance.
4.
Automatic barrier must be used:
A. Length
of neck rope must be a minimum of the box length minus four (4) feet (not
diagonal).
B. Any
exceptions require the Team Roping Director or their representative’s
approval.
C. All
boxes must have enclosed back with solid corners and pads.
5.
Neck rope must be tied with string only.
6.
Steer belongs to roper after steer crosses the score line.
A. If
steer gets out of arena, flag will be dropped, and the roper will get the same
steer back lap
and tap, with the time added which was taken when the steer left the
arena.
B. If
steer falls completely down before crossing score line, the steer may be brought
back and
rerun at the discretion of the judge.
7.
Stock must cross score line in front of line judge after leaving chute.
If stock does not cross the score
line, it may be
drought back and rerun at the discretion of the judge.
8.
If automatic barrier fails to operate or malfunctions, contestant will
receive a rerun on the same stock.
A. If automatic barrier fouls
contestant or neck rope goes out with stock, contestant will
receive a rerun on the same stock if they declare themselves immediately
with the judge.
B.
If barrier equipment stops or turns back the steer, steer will be
brought back and the judge’s
decision will determine if the steer is rerun
C. During
any performance, if animal escapes from the chute or pens before roper calls for
it, animal will be brought back after that performance with two or more
of the same
animal.
9.
All changes in lists of roping order to split horses, etc., must be made
before any stock for that event is
loaded in
chutes. After stock is loaded, ropers must rope in order listed. Header must
head - Heeler
must heel, in
listed order.
10.
Steer must not be handled roughly at any time; ropers may be disqualified
if, in the opinion of the
field
judge, they have intentionally done so.
11.
During any performance, if an animal escapes from the chute or pens
before it is call for, that animal
will
be brought back after that performance with 2 or more of the same animal.
12.
A steer must be re-run before it is used by another contestant.
13.
If any timed event contestant runs the wrong animal, not the one drawn
for him/her, he or she will
receive
a no time and not get a rerun.
14.
Contestant will be disqualified for any abusive treatment of calf or
roping horse
GENERAL RULES
Added September 2010:
Trading
of Positions can be approved by the judge not less than 30 minutes prior to the
beginning of
performance or slack in which the contestant is drawn.
