NEWS July 2005

LETTER FROM THE  PRESIDENT:

Rodeo season is now in full swing and things are getting very busy!  I would like to start off by apologizing to any members that have not received a newsletter up to this point.  We tried a new newspaper this year and it just didn't work out, from now on out Mindy will be doing the newsletter so if there are any problems please contact Mindy or myself.

The pony raffle is up and going, "Lightning" has been to Adel and Peru so far and we have sold $135 worth of tickets.  If you are interested in selling or buying any tickets let me know, I will have him with me at several of the next rodeos and will try to get a picture of him also.

Finals plans are ongoing, we will be attending another board meeting of the Osceola fair board in a couple of weeks.  The stalls that they do have this year will be tie stalls and no electrical hookups thus far.  The dates will be Sept 9,10, and 11 at 7pm , 7pm , and 1pm .  Any contract personnel wanting to work the finals needs to submit their name to Mindy or myself by August 1st.  There will be no mailing in votes this year, each director will be responsible for collecting votes for their event.  The ballots should be ready early in August.

We are currently looking for someone to volunteer to do an arena director position just to help keep things moving along at the finals.  If anyone is interested in helping please let me know.  If at any time you have questions or problems please let us know.

Thanks and see you down the road

Michelle Waldhauser

From the Secretary-

Membership forms are still available from me by calling 641-445-6122 or by going to the website.  Cards may still be purchased up until August 1.  You must compete in at least 6 IRCA rodeos to be eligible for the finals.  Finals ballots will be coming out next month.  Any contract personnel wishing to be on the ballot needs to contact me by August 1st.  I am in the process of getting the website updated, if you have any concerns or questions please call me.

Please remember to get your cards bought before your rodeo.  If you do not have your card and you are getting ready to go to a rodeo please call me and I’ll try my best to get it to you.  In order for your points from a rodeo to count you must have your card bought before you compete.  If you do not show your IRCA card to the rodeo secretary you may be asked to pay the $10 non card holder fees, which is non-refundable.   You must compete in 6 IRCA rodeos in order to be eligible for the finals.

Mindy Hamilton, IRCA Secretary

July Board Meeting

The IRCA board of directors met on July 17, 2005 in Osceola.  June board minutes were read by secretary Mindy Hamilton and Michelle Waldhauser was presiding.  Michelle reported on the progress of the IRCA finals coming up in Osceola.  We will continue to attend the fairboard meetings to stay informed.  The levels of sponsorship for the association was passed out to the directors.  The board discussed the finals and what action needs taken.  It was decided upon that any contract personnel interested in being on the ballots needs to let Mindy know by August 1st.  The association will hire the announcer, timers, and funny man.   Buckle sponsors were also discussed.  The board thought it would be nice to have an arena director at the finals to keep things running smoothly.  If anyone is interested they should contact Michelle.  Due to complications, we will not being going with The Arena News for our newsletter.  The board was reminded that we do have a pony that we are selling raffle tickets on.  See Michelle if you are interested.  Ron Bever is working on getting a judges clinic set up in Leon , Iowa for either the 1st or 2nd Saturday in November.  It will be URA/IRCA.  The board decided that there will be 2 rules effective beginning August 26.  There were also some rule proposals brought up.  The next meeting will be held on August 7 at 10:00 am .

EFFECTIVE JULY 26, 2005

1.   IF ANY TIMED EVENT CONTESTANT RUNS THE WRONG ANIMAL, NOT THE ONE DRAWN FOR HIM/HER, HE OR SHE WILL RECEIVE A NO TIME AND WILL NOT GET A RERUN.

2.    A JUDGES REPORT FORM BE DEVELOPED THAT NOT ONLY INDICATES MEASUREMENTS FOR EACH RODEO, BUT INDICATES NUMBER OF STOCK IN DRAW, ANIMALS TAKEN OUT OF THE DRAW, FINES SUGGESTED AND ANY SPECIAL CIRCUMSTANCES THAT MAY OCCUR.  THIS SHEET IS TO BE SIGNED BY EACH JUDGE AND TURNED INTO THE RODEO SECRETARY.  THE RODEO SECRETARY WILL SUBMIT THE REPORT TO THE IRCA SECRETARY WITH THE RODEO RESULTS.  THIS REPORT WILL STAY ON FILES WITH THE IRCA SECRETARY UNTIL THE END OF THE CURRENT SEASON.

Proposed Rule Changes for General Membership Meeting

*Rule changes for the general membership meeting must be submitted in writing at least 60 days prior.

  1. IRCA stock contractors have to produce 2 IRCA first approved and/or 5 coapproved rodeos in the current year to bring stock to the finals.
  1. Rodeo Committees that hire non-IRCA stock contractors or produce their own rodeos by hiring sub contractors will pay a cash bond of $500 refunded if no rule infractions are caused by the contractor and contractor or committee’s rodeo secretary.
  1. (judging methods) A list of contestants and their draw will be placed at the roping chute for the timed events for the judges to check off drawn animals as they are run and mark barrier penalties and possible fines, such as, dragging, etc.
  1. All new IRCA rodeo secretaries pass a written test prior to the first rodeo they will work each year. (The test should be prepared by the judging director, association officers, directors, and/or any combination of these officials)

REMINDER OF PROPOSED RULE CHANGE FROM  JUNE BOARD MEETING:

Rough Stock events that are approved by the IRCA will count for year end standings at the finals, but to be excluded from the All-Around points.  Contestant must still participate in 6 IRCA rodeos to be eligible for the finals and year-end awards and can not count the rough stock event as one.  The rough stock event must have bareback, saddlebronc, and bulls.  No TIMED EVENTS, roughstock only.

At the board meeting on June 18 in Adel, the board approved this on a trial basis for this year, for the rough stock events already approved by the IRCA.  The rough stock events will only count for year end standings, not all around.  Any event will have to be board approved.
